28VDC Whelen Aircraft Strobe Light Power Supply. P/N 01-0265574-10 or A490-T-DF-28.  It was removed from a salvage aircraft. Because the Power Supply was stored for extended time, prior to installing unit, manufacturer's instructions need to be followed to avoid overheating and damaging of the condenser.
